PHONY PEDIATRICIAN ARRESTED
KRGV News Channel 5
December 19, 2006, Tuesday, 10:00 pm newscast; Run time (min:sec) 1:45

Female Anchor:
Well a man is arrested tonight charged with posing as a doctor and examining women without a license.
Newschannel 5’s Lisa Cortez has been following this story all day long. She joins us live with the latest. Lisa, what have you learned so far about this story?

Cortez:
Well so far three victims have come forward saying the phony doctor treated them, even given them pelvic and breast exams. And while he’s no longer practicing we’ve learned he’s still in the medical field.
The charges against Arthur Daniel Hayes date back to 2002, 2003. He’s charged with three counts of practicing without a license, and one count each of Medicaid fraud, theft and sexual assault.

Chuck Mattingly, Cameron County Prosecutor:
And basically this guy is out there posing as a doctor, giving these exams and then billing Medicaid for fraudulent practices.

Cortez:
Prosecutor say Hayes gave a breast and pelvic exam.

Chuck Mattingly:
. . . no, he’s not a not a doctor. . . ah. . . he was doing exams on females in Cameron county.

Cortez:
We’ve learned Hayes is not currently practicing medicine, but he is running this pediatric rehabilitation clinic in Harlingen. We’re told he does not see patients. Parents here tell us they know of Hayes but he never treats their kids and they have not had any problems.

Rosa Flores, Parent
Translated from Spanish to English:
I’ve been brining my son here for a year but I’ve never met him.

Javier Flores, Parent
Translated from Spanish to English:
We’re going to keep bringing the kids here because they’re getting better.

Cortez:
Prosecutors tell us Hayes used to run a family practice out of San Benito. They believe that’s where most of his illegal exams happened.
Now we’re told that San Benito practice is shut down. Prosecutors say there could be more victims out there. If you think you’re one, they urge you to contact the Cameron County D.A.’s office at 544-0849.
Live in the Newschannel 5 newsroom, I’m Lisa Cortes, Newschannel 5 at 10.
